Tim’s educational background includes a B.B.A. He was sought out to provide the space law analysis in a statement of interest related to litigation concerning a NASA payload. Consistently, he created value through his efforts within the Program. In that capacity, he chaired or participated in various strategic working groups. He worked as counsel to NASA’s Launch Services Program for over six years, providing advice to the Program related to launch services and commercialization efforts. He also led a cross-directorate team assessing smallsats, particularly CubeSats, and developing NASA’s position on them for international purposes. He has also served in the International Law Practice Group (ILPG) within the Office of General Counsel at NASA Headquarters where he worked with various countries, inter-governmental organizations, and private entities around the world ensuring compliance with laws, regulations, and policies in furtherance of NASA’s strategic goals of international cooperation. He is a member of the bars of the Supreme Court of the United States and the Commonwealth of Virginia.Tim is currently a member of NASA Kennedy Space Center’s Office of the Chief Counsel where he practices in a wide array of fields including procurement, ethics, labor, and general law. Jeffry Dudley is an AST in Facility Systems Safety at Kennedy Space Center and the Fire Protection Working Group lead. Shaver received a Bachelor of Science from the United States Military Academy at West Point in 1980, a Juris Doctorate from Washington and Lee University School of Law in 1986, and a Master of Laws from the University of Virginia School of Law in 1993. During his 14 years as a JAG officer, Shaver served as a prosecutor, as a senior defense counsel, on the staff and faculty of the Army’s JAG School, as the command judge advocate for a special mission unit, as the executive officer for a joint and combined command legal office, as the deputy staff judge advocate for a major Army command, and as the command judge advocate for a field operating agency. William Blackwell at Massachusetts Institute of Technology’s Lincoln Laboratory in Lexington, Massachusetts, and includes researchers from NASA, the National Oceanic and Atmospheric Administration (NOAA), and several universities and commercial partners. Immediately prior to that, he retired from the United States Army as a lieutenant colonel after serving in the field artillery from 1980 to 1986, and the Judge Advocate General’s (JAG) Corps from 1986 to 2000. Shaver joined NASA after serving for over 14 years in Washington, D.C., as chief counsel of the United States Mint, a bureau of the Department of the Treasury. ![]() ![]() In this capacity, Shaver is the principal legal advisor to the Center director and executive management, and leads the Office of Chief Counsel, a legal team comprising 21 attorneys, paralegals, and support staff who develop and furnish a broad range of legal services and support on all matters affecting the Center. ![]() Kennedy Space Center in Florida, a position he assumed in November 2014.
